How you measure your coffee will depend on the coffee brewer machine you are using. Typically, the coffee maker you will buy will provide you with such instructions. It just depends on how strong you want your brew to come out.
If you want a very strong coffee, naturally, you will need more coffee scoops than what is stated in the manual. Otherwise, less coffee grounds is used. Also, the brand of coffee you are buying decides how much you will measure. Some coffee brands just taste flavorful so you do not need to add a lot. Other brands give tastes milder.

Also, if the water contains chlorine and other water impurities, it may affect the taste. It can get rid of most of the taste of the coffee. You need to use a charcoal filter to get rid of chlorine and to amplify the taste of the coffee you are brewing.
The right measurement of coffee depends on your preferences so you might want to test it out a little and find the one that can make your taste buds sing.
Also, experiment on gourmet coffee. Costa Rican beans called Tarrazu has been heralded as the best tasting coffee countless of times. If you stop by the coffee shop, ask for this. Colombian and Brazilian coffee also have exemplary tastes so you might want to start with these.
The taste also depends on how fresh your coffee is. If it is freshly ground, chances are high that it will retain its essential oils and aroma. So you see, it is not just the measurement that matters. All you need to do is to experiment and find the right one that suits your needs.
